What is a learnership?
Learnerships are paraprofessional and vocational education and training progammes. They combine theory and practice and culminate in a qualification that is registered on the National Qualifications Framework (NQF). A person who successfully completes a learnership will have a qualification that signals occupational competence and which is recognised
The need for comprehensive resources on learnerships
The learnership system is a key component of South Africa’s education and training landscape, and it will become the central pillar of national, sectoral and workplace skills development strategies over the next five years.
As more and more employers and training providers recognise the benefits of learnerships, there is an increasing need for services and practical guidance on how to implement learnerships in the real world of work.
Financial incentives for implementing learnerships
In order to encourage employers and training institutions to participate in learnerships, the Government has introduced substantial financial benefits for implementing learnerships. The Sector Education and Training Authorities (SETAs) use money from the Skills Levies to pay special learnership grants to employers as well as allowances to unemployed learners.
In addition, a tax incentive of the South African Revenue Service (SARS) enables employers to deduct between R35, 000.00 and R50, 000.00 per year from their taxable income for every learner on a learnership.

Learnership management :
Assisting Oracle clients with planning, preparation and implementing
learnerships using the following three phased approach:
- Firstly assisting Oracle clients with the very important planning process of
developing an overall organisational strategy for implementing
learnerships, thereby ensuring that learnerships and skills programmes
are integrated into the organisations’ people development processes
- Secondly, assisting with the preparation that has to be done at the training
provider and in the workplace to ensure orderly and successful
implementation, i.e. the development of the Learnership Implementation
Plan, the recruitment and selection of employed and unemployed learners,
as well as the implementation budget and how to benefit from the SETA
grants and tax deductions.
- The final phase, roll-out of implementation focuses on the actual
implementation of the learnership: the facilitation of learning by the
training institution i.e. Global BITS THUTA and the experiential learning
component in the workplace i.e. the Oracle client. The formative and
summative assessments, as well as the recording and reporting of learner
achievements.
